Delhi Government Unveils Major Reforms to Simplify Public Services

New Delhi: The Delhi government is set to implement a sweeping governance reform aimed at simplifying and accelerating the delivery of public services such as licences, certificates, water connections, and civic approvals. The initiative seeks to reduce bureaucratic hurdles, cut service timelines, and minimize citizens’ visits to government offices.

Inspired by Tamil Nadu’s successful SimpleGov programme, the reforms will prioritize "simplification before digitisation." This approach involves redesigning services to remove inefficiencies before transitioning them to online platforms. The goal is to eliminate unnecessary approvals, reduce procedural complexity, and enhance citizen experience.

All government departments, including the Municipal Corporation of Delhi (MCD), Delhi Jal Board (DJB), Delhi Development Authority (DDA), and the transport department, have been directed to conduct a comprehensive review of their government-to-citizen (G2C), government-to-business (G2B), and government-to-government (G2G) services. This review will map current processes, identify bottlenecks, and propose simplified workflows for eventual digitisation.

For the MCD, the focus will be on streamlining municipal services such as licences, certificates, permissions, and compliance-related approvals for residents, businesses, and institutions. Officials will analyze existing procedures to identify inefficiencies and recommend alternatives to make processes more efficient.

Similarly, the DJB will examine services related to water and sewer connections, billing processes, grievance redressal mechanisms, no-objection certificates (NOCs), and other approvals. The aim is to make these services simpler, faster, and more citizen-friendly.

To implement these reforms, all departments have been instructed to form internal committees led by senior officers and comprising representatives from administrative, legal, and IT wings. Each department will appoint a nodal officer responsible for overseeing the process and coordinating with higher-level committees.

The Delhi government has outlined a detailed action plan requiring departments to inventory all services under their jurisdiction, document current "As-Is" processes, develop simplified "To-Be" workflows, identify legal provisions needing amendment, and collaborate with IT teams for digital integration.

The proposed framework includes measures such as self-certification, e-KYC, QR-coded certificates, integrated digital payments, OTP-based authentication, automated validations, and API-based interdepartmental integration. These steps aim to ensure citizens can access services entirely online without repetitive documentation or multiple office visits.

Departments have been asked to prioritize three to five high-demand services for the first phase of implementation. Dashboard-based monitoring systems with real-time performance indicators will track progress, and an empowered committee will review key performance metrics to ensure accountability.

Officials anticipate significant outcomes from these reforms, including faster service delivery, reduced paperwork, fewer physical inspections, greater transparency through digitally verifiable certificates, and improved accountability via real-time monitoring and public dashboards.

“This is a transformative governance reform exercise aimed at making government services simpler, faster, and more citizen-friendly,” said an MCD official.

By adopting Tamil Nadu’s proven model, Delhi aims to enhance administrative efficiency and improve the overall experience for its citizens.
