Mukhyamantri Bal Seva Yojana Supports Vulnerable Children in Uttar Pradesh

The Mukhyamantri Bal Seva Yojana (MBSY), a flagship initiative of the Uttar Pradesh government, has become a critical support system for children who have lost their parents or guardians and are living in vulnerable circumstances. Designed to provide financial, educational, and social security, the scheme addresses the needs of orphaned and disadvantaged children across the state.

Initially launched in 2021 to assist children affected by the COVID-19 pandemic, the scheme has since been expanded under the Mukhyamantri Bal Seva Yojana (General) component to cover other categories of vulnerable children. This expansion has made it one of the most significant child welfare initiatives of the Yogi Adityanath government.

The scheme offers a comprehensive safety net by combining monthly financial assistance, free education, digital learning tools, higher education support, and marriage assistance for girls. It aims to ensure the care and protection of children, prevent school dropouts due to financial constraints, provide long-term educational support, facilitate social integration, and empower children to lead self-reliant and dignified lives.

Key Features and Benefits

1. Monthly Financial Assistance:
- Children who lost one or both parents to COVID-19 receive ₹4,000 per month through Direct Benefit Transfer (DBT).
- Vulnerable children who lost parents or guardians due to non-COVID reasons are provided ₹2,500 per month.

2. Free Education:
- Beneficiaries are offered free admission and residential education up to Class XII in Atal Residential Schools and Kasturba Gandhi Residential Schools.

3. Digital Learning Support:
- Tablets or laptops are provided to students from Class IX onwards to facilitate digital education.

4. Marriage Assistance for Girls:
- Eligible girls receive financial assistance of ₹1.01 lakh at the time of marriage.

5. Higher Education Support:
- Financial aid is extended to students pursuing graduation or diploma courses, as well as those clearing competitive exams like NEET, JEE, and CLAT.

6. Support for Children in Difficult Circumstances:
- The scheme also benefits children of divorced or abandoned women, children whose parents are in jail, and those rescued from child labor, begging, or exploitation.

Eligibility Criteria

The scheme covers children who:
- Lost one or both parents due to COVID-19.
- Are orphaned or lack adequate parental support.
- Live in difficult circumstances as identified by the state government.
- Are permanent residents of Uttar Pradesh.

Achievements of the Scheme

The Mukhyamantri Bal Seva Yojana has made significant strides in providing social security to vulnerable children. It was among the first large-scale state interventions in India to support children orphaned during the COVID-19 pandemic, offering financial aid, education, and rehabilitation under a unified framework.

As of 2024, the scheme has benefited thousands of children across Uttar Pradesh. Over 4,500 children who lost their parents to COVID-19 have been supported, while in the Prayagraj division alone, 716 COVID-affected children and approximately 3,000 other vulnerable children are receiving assistance.

The transition of the scheme from a pandemic-specific initiative to a broader child protection programme has significantly expanded its reach, ensuring long-term support for a larger group of disadvantaged children.

Additionally, the provision of free residential schooling, digital devices, and higher education support has played a crucial role in preventing school dropouts and enabling children to continue their education despite financial hardships. The inclusion of marriage assistance for eligible girls further enhances the scheme's holistic approach to child welfare.

By addressing multiple aspects of child welfare, the Mukhyamantri Bal Seva Yojana has established itself as a transformative programme, offering a robust support system for the most vulnerable children in Uttar Pradesh.
