Malaysia’s aspirations for developing a thriving blue economy face critical challenges, with security gaps in its maritime domain threatening sustainable growth and resource management. Experts emphasize that the country’s ability to monitor and protect its waters is essential for the success of its maritime economic initiatives.

Alias Yahya, a board member of the Terengganu fishermen’s group Penentu, revealed that local fishermen have reported sightings of suspected Vietnamese vessels operating in Malaysian waters during nighttime hours. These incursions, which typically last five to six hours before dawn, occur during periods of reduced enforcement by the Malaysian Maritime Enforcement Agency (MMEA) and other authorities.

Such incidents highlight broader vulnerabilities in Malaysia’s maritime governance, raising concerns about the country’s capacity to safeguard its marine resources. As Malaysia seeks to harness the blue economy—focused on sustainable use of marine, coastal, and inland water resources for economic growth, job creation, food security, and environmental protection—effective management of its waters remains a critical test.

Illegal, unreported, and unregulated (IUU) fishing poses significant threats beyond resource depletion. According to MMEA Director General Maritime Admiral Rosli Abdullah, IUU fishing jeopardizes the survival of local fishing communities and undermines the sustainability of Malaysia’s marine ecosystem. Addressing these issues is vital for the nation’s maritime economic ambitions.
