Madhya Pradesh’s total debt has crossed 5.33 lakh crore after the state government raised a new market loan of 4500 crore for development and infrastructure projects. The borrowing was taken through the Reserve Bank of India and is expected to be used for roads, expressways, irrigation, power and other capital projects.

The state government has been increasing its investment in infrastructure to accelerate development projects. Along with government resources, it is also relying on market borrowing to finance these works. The latest borrowing is part of that ongoing process.

The new loan has taken the total debt burden on Madhya Pradesh beyond 5.33 lakh crore. The money raised through the latest borrowing will be directed mainly towards capital expenditure, including infrastructure connected with roads, irrigation, energy and other development-related projects.

The state has borrowed 45 thousand crore from the market so far in the current financial year. In financial year 2026-27, the government has continued the process of raising market loans. On 19 October, it borrowed 4500 crore in three separate parts. With this borrowing included, the total market loan raised so far during the current financial year is around 45 thousand crore.

According to the financial provisions, a market borrowing limit of 58,274 crore has been approved up to December. At the same time, based on the state’s gross state domestic product, or GSDP, Madhya Pradesh is reported to have room to borrow around 87 thousand crore during the entire financial year.

However, the actual borrowing will remain subject to the prescribed financial limits and the rules that apply to the state. This means that the available borrowing capacity does not automatically mean that the entire amount will necessarily be raised. The government’s borrowing will continue to be governed by the financial provisions and applicable regulations.

The state government says that loans raised from the market are used mainly for capital works. These include expanding irrigation projects, developing power infrastructure, building roads and expressways, constructing bridges, and carrying out works related to urban facilities.

The government’s strategy is to increase investment in basic infrastructure and use it to support economic activity. The projects are expected to create employment opportunities, improve transport facilities and encourage industrial activity. The state estimates that its capital expenditure in financial year 2026-27 will cross one lakh crore.

Over the past two decades, Madhya Pradesh has invested in expanding roads, bridges, irrigation systems, energy infrastructure and urban facilities. The government is now seeking to continue that process by focusing on new projects as well as the expansion of existing infrastructure.

At the same time, the rise in debt makes it important to maintain a balance between the economic benefits generated by these investments and growth in government revenue. The infrastructure spending is being presented as a way to support development, but the state will also have to manage the financial obligations created by the borrowing.

The government is also responsible for repaying its earlier loans. Available financial figures show that Madhya Pradesh repaid 29,980 crore in loans during the previous financial year. By the second week of October 2026, it had already repaid 12,073 crore.

According to officials of the Finance Department, the state has so far been making payments on its loans and interest within the prescribed timelines. This has helped Madhya Pradesh maintain its credibility among financial institutions.

The state now faces the challenge of maintaining financial discipline while continuing to speed up development works. With total debt of more than 5.33 lakh crore and a large capital expenditure programme planned for the current financial year, interest payments and future liabilities will remain important issues for the government.

Attention will now be focused on the contribution made by the assets created through the new borrowing. The key question will be how much these projects add to the state’s productivity, employment opportunities and revenue, while the government continues to manage its debt and repayment obligations.
