Hong Kong has unveiled a new approach to measuring poverty, replacing its traditional income-based metric with a 21-indicator framework aimed at providing a more comprehensive assessment of underprivileged populations. The change comes amid concerns that the previous method overestimated poverty levels by neglecting the impact of public spending on housing and healthcare.
In a 224-page report released on Thursday, the government introduced the concept of "social transfer values" for the first time. This metric reflects the effective income families gain by benefiting from subsidized public services, such as housing and healthcare, without having to pay their full market price. Chief Secretary Eric Chan Kwok-ki, who also leads the Commission on Poverty, described the report as a summary of Hong Kong's efforts to combat poverty.
Chan emphasized the need for adaptive poverty-alleviation policies to address the evolving needs of the underprivileged. He noted that the previous reliance on household income alone created a distorted picture of poverty, which hindered the government's ability to prioritize resources and accurately identify those in need of assistance.
Since 2013, Hong Kong's poverty line was defined as 50 percent of median household income before accounting for policy interventions, with annual reports detailing the findings. The shift to the new framework marks a significant departure from this methodology, aiming to better target support and allocate resources effectively.
