Hong Kong’s Legco-Executive Dialogue Pushes for Revamped Public Services

In a bid to enhance governance and public engagement, Hong Kong Chief Executive John Lee Ka-chiu held the first “new style Legco dialogue” with lawmakers last week, following their study trip to Beijing. A key proposal from the session was to overhaul the city’s 1823 public inquiry and complaint hotline, drawing inspiration from Beijing’s more advanced 12345 complaints hotline.

AI-Driven Hotline to Boost Accountability

Lawmakers suggested integrating artificial intelligence (AI) into the revamped hotline to streamline complaint handling and improve government accountability. Beijing’s 12345 system uses big data and AI to route public inquiries and complaints directly to relevant authorities, ensuring faster responses and identifying systemic inefficiencies. Adopting a similar model could modernize Hong Kong’s existing hotline, which currently relies on manual referrals by the Digital Policy Office.

Such a move aligns with the government’s broader push for AI adoption and could address bottlenecks in public service delivery. By leveraging technology, the administration would not only improve its responsiveness but also gain valuable insights into residents’ concerns, potentially fostering greater public trust.

Rethinking Public Engagement Platforms

The dialogue also raised broader questions about how the government interacts with its citizens. A government that emphasizes improving livelihoods must ensure robust channels for public consultation and feedback, both online and offline. This could involve upgrading the iAM Smart app to match Hong Kong’s reputation for technological advancement and efficiency.

Another idea floated was transforming post offices into resident service centres, akin to the citizen service centres in mainland China. With their reputation for efficiency and accessibility, post offices could serve as hubs for public engagement, offering a physical space for residents to voice concerns, seek assistance, or participate in consultations.

A Test of Commitment

While the dialogue itself marks a step forward in fostering communication between the executive and legislative branches, its success will ultimately depend on tangible outcomes that improve the lives of Hongkongers. Proposals like the AI-assisted hotline and revamped public engagement platforms could be transformative, but their implementation will be the real test of the government’s commitment to addressing citizens’ needs.
