Filipino Housekeepers Fill Growing Demand in Japan's Market

Japan’s growing demand for housekeeping services has opened new opportunities for Filipino workers, with legal changes enabling their employment in the country since 2015.

In February, a Filipino housekeeper made her first on-site appearance in Japan, attentively noting her client’s instructions on cleaning techniques and product usage. The client, speaking in a mix of English and Japanese, praised the worker’s professionalism, saying, “[Filipinos] are friendly and easy to talk to and they work seriously, so I can feel at ease”.

Legal Reforms Drive Industry Growth

Before 2015, Japan’s strict regulations limited foreign housekeepers to specific households, such as those of diplomats. However, a legal revision that year aimed to address labour shortages in the housekeeping sector and encourage more women to join the workforce. This change allowed foreign housekeepers to work in designated areas, creating a pathway for agencies like Tokyo-based Pinay International to flourish.

Filipino Workers in High Demand

Pinay International, a company specializing in employing Filipino housekeepers, has capitalized on this opportunity. The firm now operates in Tokyo and nearby prefectures, including Kanagawa, Osaka, and Hyogo. With over 200 Filipino staff employed full-time, the company highlights the growing reliance on Filipino workers to meet Japan’s increasing demand for domestic help.

The expansion of the housekeeping market reflects broader societal shifts in Japan, including the rise of dual-income households. Filipino housekeepers, known for their friendliness and dedication, have become a trusted solution for families seeking reliable domestic support.

This trend underscores both the challenges of Japan’s aging population and its evolving approach to integrating foreign workers into its economy.
