A once-ambitious plan to reconstruct Gaza, championed by former US President Donald Trump's Board of Peace (BoP), has been reduced to a single pilot project near Rafah in southern Gaza, according to The Guardian. The scaled-back initiative reflects significant challenges, including political instability, Israeli restrictions, and fears of renewed conflict in the region.

Limited Scope and Delays

The revised plan envisions a temporary camp to house a small fraction of Gaza’s displaced population. It also includes provisions for a Palestinian administration, local police, and a modest international security force. However, the project is unlikely to take shape before the end of the year, with preparatory work yet to begin. Progress is further hindered by Israel’s upcoming elections on October 27, which have stalled major developments.

In recent weeks, some groundwork has been laid. Moroccan and Kosovan officers have arrived in Israel to help establish an International Stabilisation Force (ISF) tasked with securing the pilot camp. Additionally, a logistics base near the Kerem Shalom crossing is nearing completion to store vehicles, equipment, and other materials for the ISF.

Israeli Restrictions and Political Tensions

Efforts to rebuild Gaza face significant obstacles due to Israeli actions. The Israeli government has reportedly violated the Trump-brokered ceasefire multiple times since its declaration in October 2025, blocking reconstruction work and limiting humanitarian aid to the war-torn territory.

Western diplomats in Jerusalem believe that progress in Gaza hinges on the formation of a new Israeli government. One diplomat argued that even limited progress on the pilot project is essential to prevent more extreme factions within Israel’s political landscape from advancing radical plans for Gaza, such as population transfers and colonisation.

Concerns Over Renewed Conflict

There are growing fears that Israeli Prime Minister Benjamin Netanyahu, facing potential electoral defeat, may resort to military action in Gaza to bolster his political standing. Speculation about a new offensive adds further uncertainty to the already fragile recovery efforts.
