Kerala Government Announces Bureaucratic Reshuffle Across Key Departments

In a significant administrative move, the Kerala General Administration Department has implemented a reshuffle in the state’s bureaucracy, assigning additional responsibilities to several senior officials while transferring others to new posts. The changes, announced on July 16, aim to streamline governance across critical sectors such as water resources, health, housing, agriculture, and cultural affairs.

Key Appointments and Transfers

Puneet Kumar, currently serving as Resident Commissioner at Kerala House in New Delhi, has been entrusted with the full additional charge of matters related to interstate water disputes in the Water Resources department. This assignment underscores the state’s focus on managing inter-state water issues effectively.

Minhaj Alam, the Additional Chief Secretary for Home and Vigilance, will now also oversee the Industries (Coir) department, adding to his list of existing responsibilities. Similarly, Sharmila Mary Joseph, Principal Secretary for Health & Family Welfare, will take on the additional charge of the Ayush department. Both appointments reflect the government’s strategy to consolidate leadership in overlapping domains.

Prasanth N., Special Secretary, has been given independent charge of the Sports and Youth Affairs department, along with oversight of Zoos, Museums, Archaeology, and Archives. Suhas S., another Special Secretary in the Water Resources department, will now also manage the Housing department and serve as Managing Director of the Kerala Industrial Infrastructure Development Corporation (KIIDC).

Focus on Cultural Affairs and Urban Development

Inbasekar K., previously Managing Director of the Kerala Water Authority, has been transferred to the Cultural Affairs department as its Director. He will also handle additional responsibilities as Registrar of Cooperative Societies and Additional Project Director for the Kerala Climate Resilient Agri-Value Chain Modernisation Project (KERA).

Sriram V., Director of Agriculture, will now also serve as Managing Director of the Kerala Academy for Skills Excellence (KASE). Meanwhile, Alex Varghese, Commissioner of Housing, has been given the additional charge of Mission Director for the Resilient Kerala Coastal Protection Programme.

Strengthening Local Governance and Infrastructure

The reshuffle also includes appointments aimed at bolstering local governance and infrastructure projects. D. Dharmalashri, formerly Director of Scheduled Castes Development, has been moved to the Local Self-Government department as Deputy Secretary. Suraj Shaji will continue his role as Mission Director for AMRUT, while Hima K., Commissioner of Civil Supplies and Consumer Affairs, will now also oversee the Scheduled Castes Development department.

Sufiyan Ahmed has been reassigned as Director of Urban Affairs, where he will also serve as Chief Executive Officer of Smart City Thiruvananthapuram Limited. Apurva Tripathi, Director of Panchayats, will take on additional responsibilities as Project Director of the Information Kerala Mission (IKM).
