Hong Kong steps up enforcement against unleashed dogs following recent attacks

Hong Kong authorities swept the city with enforcement operations targeting unleashed dogs, drawing praise from pet owners who prioritize safety and criticism from those who say the crackdown breeds unwarranted fear.

The Agriculture, Fisheries and Conservation Department conducted inspections and enforcement across multiple locations following a recent series of dog attacks. Officers focused on ensuring owners complied with leash requirements in public spaces.

Mixed reception on the ground

At the West Kowloon Cultural District, civil servant Mark Mak, 35, who was walking his six-year-old dog Mori with his wife and two daughters, welcomed the heightened scrutiny. "The inspections and enforcement are good for protecting the safety of people and pets. They should be continued as we don't want to see any more tragedies," Mak said.

He said he always leashed his pet in public to prevent it from wandering or coming into contact with other dogs, and disapproved of owners who did not.

Kim Chan, a finance sector employee also in his thirties, echoed the sentiment while walking his nine-year-old black labradoodle, Charcoal, at the cultural district. Chan said that although his dog was well-behaved and non-aggressive, he always used a leash to protect it and avoid affecting others.

Yet critics have warned the enforcement drive is stoking panic and hostility toward dog owners and their pets. The department launched the operations on Saturday, with inspectors fanning out to parks and public gathering spots where pets are commonly walked.

The crackdown follows mounting public concern after multiple dog attack incidents in recent weeks, though the exact number and details of those cases were not specified.
