Hong Kong's postal service faces existential crisis as digitalisation cuts mail volumes

Hongkong Post faces an existential crisis that will only worsen as the government's digitalisation drive cuts deeper into traditional letter volumes, forcing the postal service to abandon its self-funding model and reimagine itself around public service rather than profit.

The Global Postal Reckoning

The challenge confronting the city's postal operator mirrors a decades-long global trend, with postal services worldwide shedding jobs and fundamentally rethinking their purpose as snail mail dwindles. Denmark's PostNord took the most extreme step, ending its 400-year letter delivery service at the close of 2025 to concentrate entirely on parcel delivery—a decision that made sense in one of the world's most digitalised nations, where 95 per cent of the population is fully integrated into digital platforms.

Hong Kong's Digital Shift Threatens Postal Volumes

Hong Kong cannot replicate the Danish model because it lags far behind in digital platform development and adoption. Yet the government's ambitious digitalisation agenda creates the same long-term threat to postal viability. The iAM Smart one-stop digital services platform, designed to give residents access to government and other services, had already accumulated over 4 million users by the end of 2025. As the platform expands, fewer letters will need physical delivery.

An Irreversible Trajectory

Hongkong Post must prepare to adapt to this irreversible trend—unless the government is willing to accept failure of its own digitalisation push. The traditional self-funding operating model that sustained the postal service no longer works in an increasingly competitive e-commerce market. The crisis has been building for years, and the postal operator now faces a stark choice: transform its mission to prioritise public service over profit, or risk obsolescence as digital channels replace physical mail.
