Hong Kong launches HK$45,000 job scheme for single-parent families

A new three-year pilot scheme offering cash incentives of up to HK$45,000 to welfare recipients in Hong Kong will launch on October 1, with single-parent families expected to benefit the most. Funded by the Community Care Fund, the programme aims to help recipients transition from welfare dependency to sustained employment.

Targeting Single-Parent Families with Flexible Rules

The scheme is designed for families moving from the Comprehensive Social Security Assistance (CSSA) scheme to the Working Family Allowance (WFA) programme. Participants can earn HK$10,000 in the first year, HK$15,000 in the second, and HK$20,000 in the third, provided they meet eligibility criteria.

Lawmaker Tang Ka-piu highlighted that single-parent families are particularly well-positioned to benefit, as they face significantly lower working-hour requirements under the WFA. While general applicants must work 144 to 192 hours per month to qualify, single parents need only 36 hours to access the programme’s basic tier.

“This scheme may in fact be most relevant to single-parent families,” Tang said, urging the Labour Department to prioritise job opportunities that align with caregiving responsibilities, such as flexible-hour roles in hotel housekeeping. He also called for better utilisation of after-school care services to support working parents.

Eligibility Hinges on Transition from Welfare

To qualify for the cash incentives, households must leave the CSSA programme and secure approval for at least two consecutive WFA applications within a 12-month period. They must also receive WFA payments for at least 10 of those months.

The initiative reflects a broader push to encourage self-reliance among welfare recipients while addressing the unique challenges faced by single-parent households. By lowering the working-hour thresholds and providing financial incentives, the scheme aims to make employment more accessible for those juggling caregiving duties.

Lawmakers have welcomed the programme but stressed the need for additional employment support, such as targeted job matching and flexible working arrangements, to ensure its success.
