Hong Kong removes quota caps on talent recruitment to fuel economic growth

Hong Kong will impose no limit on admissions through its talent recruitment programmes, with renewal conditions designed to ensure new arrivals actively contribute to the economy, the labour secretary has said.

Secretary for Labour and Welfare Chris Sun Yuk-han made the commitment as he concluded a five-day visit to Hong Kong by overseas innovation and technology specialists. Speaking about the two main talent pass categories, one for professionals with job offers and the Top Talent Pass Scheme, Sun said authorities would not introduce quotas.

Renewal tied to employment or business establishment

The minister said pass renewals would depend on holders either being employed or having established companies in the city. "Such requirements ensure arrivals contribute meaningfully to the economy. The more talent that comes to Hong Kong, the better," he said.

Sun's remarks came against a backdrop of expert concerns about whether Hong Kong can absorb the growing influx of non-local talent without straining its existing population.

Wave of schemes launched since 2022

The government has introduced a range of talent programmes since late 2022. These include the Top Talent Pass Scheme targeting top earners and graduates from leading universities, the points-based Quality Migrant Admission Scheme, and dedicated channels for professionals with job offers and technology specialists.

Authorities have approved 126,942 applications since 2023. Mainland China accounted for 94.5 per cent of approvals, with 120,009 applications from the mainland receiving the green light.

The minister's "the more, the better" stance signals Hong Kong's determination to compete in the global race for skilled workers, even as debate continues over the policy's long-term impact on the local population.
