Government Announces Major Reforms to Tender Processes for Transparency

The State Government has announced sweeping reforms to unify and streamline its tender processes under a single framework, aiming to eliminate irregularities and favoritism. The decision, taken during a recent Cabinet meeting, includes the formation of an expert committee tasked with reviewing existing procedures and recommending changes to ensure greater transparency and fairness in awarding contracts.

Expert Committee to Review National Standards
The committee will study provisions used by national agencies like the National Highways Authority of India to align state processes with best practices. As part of the reforms, the Government Order (GO Ms 94), which governs tender systems and engineering works, will be amended to ensure contracts are awarded solely to eligible bidders without room for manipulation.

Revisiting GO Ms 94
Revenue Minister Ponguleti Srinivas Reddy referred to GO Ms 94 as the "mother document" for tendering processes, noting that it has been operational since 2003 but has seen inconsistent modifications over the years. Departments and corporations have issued separate orders that altered its provisions, often to suit their convenience. The Cabinet aims to rectify these inconsistencies to create a more transparent and uniform system. “Projects and works require preparation of detailed project reports, securing administrative approvals, and other formalities. The Cabinet has decided to rectify the order allowing more transparency,” Mr. Srinivas Reddy said.

Additional Cabinet Decisions
In a separate move, the Cabinet approved amendments to the Panchayat Raj Act of 2018, allowing gram panchayats to deposit their revenue in nearby banks and financial institutions instead of treasury accounts, which had become cumbersome to operate. This change is expected to simplify financial operations for local bodies.

The Cabinet also reserved one post among the five co-opted member positions in municipalities and corporations for transgender individuals, marking a step toward inclusivity. Additionally, it sanctioned 29 posts for the degree college at Dharmapuri, following a request from Minister Adluri Lakshman Kumar.
