Telangana Government Issues Guidelines to Manage Road Safety Funds Across State, Districts
Telangana issues guidelines for managing road safety funds, with online accounting, CAG audits and district-level monitoring.
The Telangana government has issued comprehensive guidelines for managing and monitoring road safety funds at the State and district levels, with the stated focus of reducing accidents and improving road safety.
Transport and BC Welfare Minister Ponnam Prabhakar said the government had issued G.O. Ms. No. 48 in accordance with the guidelines of the Union Ministry of Road Transport and Highways.
Fund management and oversight
The measures are intended to ensure the effective utilisation of funds and improve coordination among departments involved in road safety.
The road safety cess collected under the Telangana Motor Vehicles Taxation (Amendment) Act, 2026, will be credited to the Telangana Road Safety (Non-Lapsable) Fund.
The State Road Safety Council will oversee the administration and management of the fund. The Chief Minister will serve as its Chairperson, while the Transport Minister will be the Vice-Chairperson.
The arrangement places the management of the road safety fund under a State-level council while also providing for monitoring at the district level.
Online accounting and audit
To improve transparency, the government has decided to extend the online accounting system to all districts.
The system will facilitate regular monitoring of receipts and expenditure linked to the funds.
Accounts relating to the funds at both the State and district levels will be subject to mandatory audit by the Comptroller and Auditor General of India (CAG).
Details will also be uploaded to the Union Ministry’s portal. The information will be available to the Supreme Court Committee on Road Safety.
These provisions cover the recording, monitoring and audit of the funds across both levels of administration.
District committees and road safety plans
The government has directed all District Collectors to activate District Road Safety Committees (DRSC) immediately.
The committees have been asked to convene meetings every month.
District Collectors have also been directed to appoint dedicated road safety coordinators and submit district-level road safety plans.
The police, health, roads and buildings, and education departments, along with civic bodies, have been asked to appoint nodal officers.
The nodal officers will facilitate coordination on road safety measures among the departments and civic bodies concerned.
Quarterly reports by agencies
Agencies and departments, including Telangana Traffic Management, Road and Rail Safety Bureau (TG-TMARS), the National Highways Authority of India (NHAI), and 108 emergency services (EMRI), will have to submit quarterly action-taken reports to the Lead Agency for Road Safety.
Several other departments will also be required to submit these reports.
The office of the Additional Director General of Police (Road Safety) has been brought under the purview of the State Road Safety Council to strengthen inter-departmental coordination, Mr. Prabhakar said.
The government statement was issued on Saturday (October 17, 2026). The report was published on October 17, 2026 04:10 pm IST.
