Tamil Nadu's first coalition government marks 100 days with historic Cabinet diversity

Tamil Nadu's first coalition government completes a 100-day tenure marked by compositional firsts and a shift in administrative culture, though fiscal choices and transparency lapses invite scrutiny.

C. Joseph Vijay's administration reached the 100-day mark on August 17, 2026, governing a Council of Ministers made up predominantly of first-time MLAs. The Cabinet includes eight members from Scheduled Castes, four women, four people from religious minorities, and two Brahmins—a community historically marginalised by the Dravidian movement.

Punctuality and Anti-Corruption Push

Vijay maintains a consistent presence at the Fort St. George Secretariat between 9 a.m. and 5 p.m. on weekdays, a departure from his predecessors' routines. This has spurred greater punctuality among government employees at the Secretariat and field offices across Tamil Nadu, according to Coimbatore's former District Collector. Field officers are responding more promptly to public queries, the former official adds. The Chief Minister's emphasis on eliminating corruption appears to be reducing bribe-seeking at public-facing government offices, multiple sources told this journalist.

The government has also prioritised tackling drug abuse and violence against women, issues the Opposition, including the TVK, had raised when the DMK governed between 2021 and 2026.

Fiscal Promises Strain Empty Treasury

After blaming the DMK for leaving behind "an empty treasury," Vijay approved free electricity of 200 units bimonthly for domestic consumers, provided total consumption does not exceed 500 units. He also launched the 'Thaimaman Thanga Mothiram' scheme—one gram gold rings for children born in government hospitals—and 'Annan Seer,' which provides an eight-gram gold coin and silk sari to women beneficiaries. These initiatives, though part of electoral promises, could have been deferred given their financial and practical implications, sources suggest. The AIADMK government between 2011 and 2016 took nearly 18 months to finalise contracts for a similar gold-for-marriage scheme due to price fluctuations.

The regime has published two White Papers—one for the government machinery and another for state-run power utilities—disclosing crucial financial data.

Transparency Gaps and Dissent Crackdown

Confusion surrounded Vijay's proposed visit to Bengaluru earlier this month to press for Tamil Nadu's share of Cauvery water. Agriculture Minister R. Vinoth announced the plan, but Energy Minister C.T.R. Nirmal Kumar later said no final decision had been taken; the trip did not materialise after Karnataka Chief Minister D.K. Shivakumar requested Vijay to stay away due to a tense situation. The government also delayed denying Opposition claims that two of Vijay's advisors attended the first Cabinet meeting on June 5; Social Justice Minister Vanni Arasu clarified their absence only in a recent interview with The Hindu.

At least 10 people faced police action in the first two months for criticising Vijay or his ministers. The Hindu noted in a July 21 editorial that defamation, IT Act, and cyber crime provisions are being invoked liberally for any criticism of the government or ruling party.

The administration has set a goal of making Tamil Nadu a $1-trillion economy in 10 years but has neither facilitated public debate nor released a blueprint on achieving the target. Despite weaknesses, the coalition enjoys broad goodwill, though Vijay must prioritise consultation, consensus-building, and respect for dissent to sustain support from allied parties.
