Is Dhruv Rathee Indian Citizen? Citizenship Row, AISA Detentions Explained
Ex-Bengaluru police chief Bhaskar Rao has asked the Home Ministry to verify Dhruv Rathee citizenship and visa status. Rathee has since shown his Indian passport and called foreign-citizenship claims false.
YouTuber Dhruv Rathee's India return and his participation in a protest against the Election Commission in Bengaluru have set off a debate over his citizenship and visa status. Former Bengaluru Police Commissioner and BJP leader Bhaskar Rao has asked the Union Home Ministry to verify Rathee's citizenship, the documents he used to enter India and the conditions of his visa. Separately, the detention of members of the student group AISA, who were protesting in Bengaluru against the Special Intensive Revision (SIR) of electoral rolls, has also drawn criticism.
Amid these developments, one question is doing the rounds online: is Dhruv Rathee Indian citizen? A demand to verify someone's citizenship, however, is not the same as an official finding by the government.
Is Dhruv Rathee an Indian citizen?
Bhaskar Rao has sought official verification of Dhruv Rathee's citizenship from the Home Ministry. According to media reports, he asked the ministry to establish which country Rathee is a citizen of, which passport he used to enter India, and under what visa or permission he is staying in the country.
Some reports have described Rathee as a German citizen, but caution is needed because there has been no independent or official confirmation of his citizenship in this row. Rao has only sought an inquiry; the request is not, by itself, proof of any legal violation.
Rao also asked the ministry to check whether, if Rathee is a foreign national, his visa conditions allow him to take part in or address a political protest.
Dhruv Rathee responds by showing his passport
On 11 October, Rathee showed his Indian passport in an Instagram video and called the claims that he holds foreign citizenship false. "I am an Indian citizen. I was, and I will remain one," he said, according to The Statesman. He added that he has the same rights as any other Indian citizen.
The video came after Rathee was detained at his Gurugram home on 10 October, ahead of a planned Cockroach Janta Party (CJP) protest at Delhi's Jantar Mantar, and released late that night. Rathee alleged that people in plain clothes took him from his home and that he was not allowed to speak to his lawyer. A police officer told PTI that he could be detained again if he tried to go to Jantar Mantar in defiance of prohibitory orders.
Rathee joined the SIR protest in Bengaluru
Rathee took part in a protest at Freedom Park in Bengaluru on 8 October 2026. The protest was organised with the support of the Cockroach Janta Party (CJP) and civil society groups. Protesters questioned the functioning of the Election Commission and demanded the resignation of Chief Election Commissioner Gyanesh Kumar. Actor Prakash Raj also joined the protest.
A video linked to Rathee's India return also spread widely on social media. According to media reports, the video announcing his participation in the protest drew lakhs of likes on Instagram, adding to the online discussion about his political activity and his return to India.
Row over detention of AISA protesters
Amid the questions over Rathee's citizenship, police in Bengaluru on 10 October detained members of AISA and other Left student groups who were protesting against the SIR.
According to media reports, the protesters wanted to march to the office of the Chief Electoral Officer. AISA alleged that police deployed a large force and barricaded roads to stop the protesters from moving ahead. The group described the detentions as an attempt to suppress the right to protest democratically.
Bengaluru Police Commissioner Seemant Kumar Singh, however, told the media that the protesters were detained because they had permission only to hold a protest, not to march to the Chief Electoral Officer's office. According to reports, those detained were released after about two hours.
Why AISA questioned the Congress government
Questioning the approach of Karnataka's Congress government, AISA said the Congress champions the right to protest when it is in opposition but stops protesters once it is in power.
The group demanded that barricades be removed, that protests be allowed, and that detentions be stopped. AISA asked how the Congress government was different from the BJP if it, too, took such steps to stop protests. This is the organisation's political allegation, not the finding of any judicial inquiry.
Can foreign nationals take part in political protests in India?
The row has also put the spotlight on whether foreign nationals can take part in political activity in India and on the visa rules that apply to them.
Article 19 of the Constitution guarantees Indian citizens rights such as freedom of expression and the right to assemble peacefully. Separate legal provisions may apply to the rights and activities of foreign nationals in India. For a foreign national, the conditions of the relevant visa, entry permission and applicable laws are what matter.
In Rathee's case, however, any conclusion about a rule violation would first require an official check of his citizenship, his entry status and the conditions that apply. That is the verification Bhaskar Rao has sought. Available reports do not present his demand as the final outcome of any official inquiry.
What next in the Dhruv Rathee row?
For now, there are two separate issues. The first is the demand to verify Dhruv Rathee citizenship and visa status. The second is the dispute over the detention of anti-SIR protesters and the right to protest.
Is Dhruv Rathee Indian citizen? Rathee has himself shown an Indian passport and said he is an Indian citizen, but a definitive answer can come only from reliable official records or confirmation by the authorities concerned. On the AISA protest detentions in Bengaluru, police have cited the conditions of the permission granted, while the group has called it a curb on the right to protest.
It remains to be seen whether the Home Ministry responds officially in the coming days, and what further action follows in the dispute over the protests.
