Caste Census 2027: Detailed Questionnaire Released for Population Enumeration Phase

In a significant step towards conducting India’s first digital Census, the Central Government has unveiled the full list of questions for the Population Enumeration (PE) phase of the 2027 Census, set to begin nationwide in February 2027. This marks the first Census in independent India to record caste identities across all communities, expanding beyond the previous focus on Scheduled Castes (SCs) and Scheduled Tribes (STs).

New Focus on Caste Enumeration

The inclusion of caste enumeration was approved by the Cabinet Committee in April 2025, making this the 16th Census of India and the eighth since Independence. During the PE phase, enumerators will record caste details for every resident, either as declared by the individual or entered into an open column provided for respondents outside the SC/ST categories. This approach was tested in a rehearsal conducted in July 2026 across 16 States and Union Territories.

Comprehensive Questionnaire for PE Phase

The questionnaire for the PE phase includes 40 detailed questions, covering demographic, social, and economic aspects. Key questions include:

• Personal Details: Name, sex, date of birth, marital status, and nationality.
• Caste Information: Identification as SC, ST, or other caste categories.
• Educational and Economic Data: Literacy status, highest educational level attained, and occupation details.
• Migration and Residence: Place of birth, last residence, reason for migration, and duration of stay.
• Health and Assets: COVID-19 vaccination details, number of bank accounts, and Aadhaar or voter ID numbers.

Additionally, questions specific to women include the number of children born alive and surviving, as well as births in the last year.

Self-Enumeration for Greater Convenience

To ensure broad participation, the Census 2027 introduces a self-enumeration option, allowing citizens to submit their details online before enumerators visit their homes. This facility, available since April 2026, offers flexibility and supports 16 languages. Enumerators will use mobile applications to record data during house visits, making this Census entirely digital.
