Leveraging Strengths, Tackling Challenges
Under the framework of “one country, two systems,” the plan aims to position Hong Kong’s unique strengths—such as its open market, free-port status, and global financial connections—within a broader roadmap that aligns with national strategic opportunities while addressing local challenges.
