Hong Kong to mandate mediation clauses, launch housing schemes for young couples

Hong Kong authorities are preparing to mandate mediation clauses in government commercial contracts and introduce targeted housing schemes for young couples, two central planks of Chief Executive John Lee Ka-chiu's policy address on Wednesday.

Mediation push in official agreements

The government will prioritise including the International Organisation for Mediation (IOMed) as a dispute resolution option in government contracts involving international commercial matters, as well as in international agreements signed by the Hong Kong administration, according to an insider. The move forms part of a broader strategy to position the city as a global mediation capital.

Authorities will also encourage the IOMed to handle disputes in emerging industries such as commodity trading and the space economy, and explore setting up a dedicated panel of mediators for commodity trading to lower cross-border transaction risks and attract overseas businesses to the city, the source said.

Youth home ownership drive

Lee's address will unveil plans to boost home ownership rates among young couples, the South China Morning Post has learned, though details of the housing initiative remain under wraps. The dual-pronged approach aims to strengthen Hong Kong's status as a global mediation capital while improving livelihoods, government sources confirmed.

The policy package reflects official recognition that affordable housing and enhanced dispute-resolution infrastructure are essential to retaining talent and anchoring international business in the Special Administrative Region. By embedding mediation mechanisms into public procurement and bilateral agreements, the administration hopes to demonstrate commitment to rules-based commerce and differentiate Hong Kong from rival financial centres.
