Preparations for the second phase of Census-2027 have been stepped up in Hathras, with district-level training of field trainers beginning at the Collectorate auditorium on Thursday to ensure that the population enumeration is carried out in a smooth, transparent and error-free manner.
The training programme was held under the chairmanship of District Magistrate and Principal Census Officer Satya Prakash Patel. The programme began with the lighting of the lamp and garlanding of the picture of Maa Saraswati. During the programme, the District Magistrate also distributed census kits to the field trainers.
The second phase of Census-2027 will be conducted from 01 December 2026 to 04 January 2027. Before that, citizens will have the facility of self-enumeration from 16 November 2026 to 30 November 2026.
Addressing the field trainers, District Magistrate Satya Prakash Patel said the census is a national process that provides important basic data related to the country’s social, economic and demographic situation. He said all officers and personnel involved in the exercise must discharge their responsibilities with full seriousness and accountability.
He directed the field trainers to ensure that the information received during the training is effectively communicated to the enumeration personnel working at the field level. He also said that if any doubt or difficulty arises, it should be resolved through the prescribed procedure.
The District Magistrate said the census work should be conducted in line with the spirit of “Har shahar, har gaon chhoote na koi naam”, with complete impartiality, care and as per the prescribed standards. He said no person or family should be left out of the count, and special care must be taken to maintain the confidentiality of the information provided by citizens.
DM Satya Prakash Patel said the census is not merely a count of the population, but an important basis for deciding the direction of the country’s future plans, policies and development. He said the data obtained through the census plays an important role in the preparation and implementation of various public welfare schemes, development projects and socio-economic policies.
He further said that census data is also useful in assessing the requirements of many government schemes, including pension and ration card-related schemes, as well as in identifying eligible beneficiaries. The more accurate and high-quality the data is, the better the planning of schemes will be, he said.
The District Magistrate gave special emphasis to promoting self-enumeration. He instructed that more and more educated people and members of the youth should be encouraged to record the information about themselves and their families on their own.
For this, he stressed the need to run a broad awareness campaign through schools, higher educational institutions, NGOs and social organisations. He also emphasised that demonstrations of self-enumeration should be organised in villages and wards so that people can understand the process clearly.
He informed that, for the convenience of citizens, the self-enumeration facility will be available from 16 November 2026 to 30 November 2026. The work of the second phase of Census-2027 will then be carried out from 01 December 2026 to 04 January 2027.
During the training, instructions were given to carefully record information related to Scheduled Castes, Scheduled Tribes, caste, disability, literacy, economic activity, migration, health and other socio-economic details. The District Magistrate said enumerators should also explain to every family why the census is necessary and how it will benefit the common people.
Additional District Magistrate, Finance and Revenue, Prashant Tiwari said the district-level training of field trainers is being organised from 01 to 03 October and from 05 to 07 October 2026. Through the training, personnel who will work at the field level are being given information about the process and technical aspects of the second phase of Census-2027.
