"NPCs have more height differentiation and body shape differentiation than ever before, we could never have had this variety before because different body types had to share animation sets," Nelson revealed. The development team engineered a system that retargets animations on the fly, allowing a "huge variety of heights and shapes" to coexist and interact seamlessly throughout Vice City and surrounding areas.

Rockstar refined its world-building approach with Red Dead Redemption 2, when the studio "finally had the team and the tech and then took the time we needed to push the idea of making a fully realized consistent-feeling world further than we ever had," according to Nelson. That title maximized the quality of open-world population, design, and gameplay so players riding across the landscape would be "constantly getting distracted and pulled in different directions".
The objective was creating worlds where players "could really get lost as that character in that place," producing moments that "feel magical and create a sense of wonder that the world is alive," Nelson said. GTA 6 represents "a continuation of our team pushing in this direction," he added.
