First-time Hong Kong lawmakers show high attendance, fewer questions

First-time lawmakers in Hong Kong’s Legislative Council (Legco) have posed fewer questions to the government compared to their veteran colleagues but have demonstrated higher attendance rates at council meetings, according to a review by the South China Morning Post.

Newcomers Balance Roles in Executive-Led System

Among the 40 newly elected lawmakers, Alan Chan Chung-yee, chief operating officer of Miramar Group, and former athlete Vivian Kong Man-wai were noted for submitting some of the fewest questions during the current Legco term, which began in January. Chan, for instance, raised just one question, the lowest among all legislators, focusing on the hotel industry’s reception capacity.

Political analysts suggest that the trend reflects a balancing act by newcomers, who aim to respect Hong Kong’s executive-led governance model while fulfilling their duty to scrutinize and hold the administration accountable.

Legislative Activity in Numbers

The eighth Legislative Council held its final general meeting before the summer recess last week, with members now in Beijing for a week-long study trip. Since January, lawmakers have collectively submitted 418 questions to the administration. On average, first-time legislators raised four questions each, slightly fewer than the five-question average of the 50 returning lawmakers.

Notably, five of the six lawmakers who submitted two or fewer questions were first-timers, highlighting a significant difference in engagement levels between new and veteran members.

The participation of first-time lawmakers offers insights into how new entrants adapt to the legislative process and navigate their dual responsibilities. While their higher attendance rates suggest a commitment to their roles, the lower number of questions raised may indicate a cautious approach as they acclimate to the executive-led system.

As Legco continues its current term, the performance and contributions of these newcomers will likely remain a focal point in evaluating the council's overall effectiveness.
