West Bengal enforces new transfer policy for health department staff

The West Bengal government has implemented a new transfer policy for health department officials, mandating job transfers after three years in a single post and barring postings in home districts, except under specific circumstances. The Department of Health and Family Welfare issued a circular on Monday, instructing all branches and directorates under its jurisdiction to enforce the policy immediately.

Key Provisions of the Policy

The circular specifies that no officer or employee can remain in the same post for more than four years under any circumstances. Transfers must be initiated after three consecutive years in a single role. For sensitive positions, such as those involving revenue or tax collection, officials are to be transferred after two years, with an absolute limit of three years in such roles.

Additionally, the policy prohibits home district postings for employees, with the sole exception being the two years preceding retirement, provided it aligns with administrative convenience.

Aims to Enhance Efficiency and Transparency

The policy aligns with guidelines issued by the Personnel and Administrative Reforms Department on July 13. It aims to reduce administrative stagnation, improve efficiency, and curb nepotism and irregularities. Officials believe that frequent reshuffling of personnel will accelerate the pace of work and enhance accountability within the system.

Comprehensive Implementation Across Health Divisions

The directive applies uniformly to all divisions within the health department, including the Directorate of Health Services (DHS), Directorate of Medical Education (DME), AYUSH, Homeopathy, and Drug Control. Authorities have been instructed to strictly adhere to the new rules.

Scope for Relaxation Under Special Circumstances

While the policy enforces strict timelines for transfers, it allows for exceptions in cases of administrative necessity or humanitarian considerations. However, such relaxations will be granted sparingly and only if deemed essential by the authorities.
