US Congress reviews outcomes of Xi-Trump summit

China watchers in Congress and the US-China policy community are still assessing the results of Chinese President Xi Jinping’s three-day state visit to Washington, with two more leadership summits expected before the end of the year.

Joint announcements after Washington talks

The talks between Xi and US President Donald Trump produced a series of joint announcements covering trade, investment, technology dialogue and broader engagement between the two governments.

The announcements included an extension of the US-China trade truce and investment commitments, along with an agreement to continue an AI dialogue and high-level engagement.

The two sides also announced measures involving visas for Americans, fentanyl precursors and giant pandas.

Those outcomes gave officials and observers several areas to examine after the visit, even as assessments continued beyond the end of Xi’s stay in Washington.

‘Hold the status quo?’

Some American China watchers said the results fell short of a major breakthrough and appeared to focus more on managing tensions than resolving fundamental differences between the two countries.

Mike Kuiken, vice-chair of the US-China Economic and Security Review Commission, told the South China Morning Post that the summit was largely about “how do we hold the status quo in place”.

“I just don’t expect breakthroughs,” Kuiken said.

Kuiken said any breakthrough was likely to be incremental and would come only through difficult diplomacy.

“I think every breakthrough, which I would argue is probably most likely to be incremental, is going to be through hard-fought diplomatic discussions and negotiation.”

The reaction underscored a cautious reading of the Washington talks: the announcements were wide-ranging, but some observers saw them as tools for managing the relationship rather than settling the core disputes between Washington and Beijing.

With two more leadership summits expected before the end of the year, the outcomes of Xi’s visit remain part of a continuing review among China watchers in Congress and the US-China policy community.
