Telangana mandates construction waste disposal plans before granting building permissions

The Telangana government has mandated that applicants declare a construction and demolition waste management plan at the building permissions stage itself, requiring builders to commit to authorized recyclers before approval.

The state issued orders integrating C&D waste management regulations into the building permission process to tackle debris accumulation on roadsides, lakes, parks and other locations. The new provisions apply to areas under the Greater Hyderabad Municipal Corporation, Cyberabad Municipal Corporation, Malkajgiri Municipal Corporation and Hyderabad Metropolitan Development Authority.

Pre-approval waste disposal commitment now compulsory

Under the new rules, applicants must make a mandatory declaration about their C&D waste management plan when applying for building permission, in line with the government order and C&D Waste Rules, 2025. They are required to commit to disposing waste only through authorized recyclers at the pre-approval stage in Build Now, a unified building and layout approval platform used by all four authorities.

The Build Now platform will display details of authorized recyclers for applicants' reference. Before obtaining an occupancy certificate, completion certificate or closure of permission, wherever applicable, builders must produce a C&D waste disposal certificate.

Recycled materials to be used in infrastructure projects

The orders also stipulate that products made from recycled C&D waste should be included in eligible infrastructure and civil works wherever technically feasible.

The Director of Town and Country Planning, Hyderabad, had requested the incorporation of C&D waste management provisions into Build Now. The DTCP reportedly cited a request from Soma Srinivas Reddy Engineers & Contractors, an authorized C&D waste recycler, to operationalize an earlier order's provisions for proper disposal of construction debris by transporting it to processing plants at the building permissions stage.
