Kozhikode's free public parking plan stalls as unused government land sits idle

The push to convert vacant government land into free public parking in Kozhikode city has stalled, forcing traffic police to scramble for temporary solutions during festivals and large gatherings.

Proposals submitted jointly by the traffic police and the Revenue department to identify and use empty revenue land for parking remain stuck, even as private parking operators rapidly expand along major city roads.

Acres of unused land lie idle

Several acres of unused revenue land exist within city limits and could solve the parking crisis without major government spending, according to a retired traffic police officer who previously worked on affordable parking projects in Kozhikode. He noted that optimum use of such land would not require substantial additional expenditure.

However, the availability and legal status of individual parcels must first be assessed before public use can begin.

Drivers' unions demand inventory

Leaders of various drivers' unions have called for district-level directions to government departments to prepare an inventory of unused land under their control and examine the feasibility of using suitable properties for public parking. They have also suggested demolishing dilapidated buildings on such properties wherever feasible to free up land.

"Local administrators should also take the initiative to identify possible sites and bring them to the notice of the authorities concerned. As no major construction would be required in many cases, suitable spaces could be opened for public parking without much delay," said P. Raveendran, a retired Public Works department official. He added that privately owned properties along major roads could also be considered if available on affordable lease terms.

Multi-level projects still incomplete

The demand intensifies as multi-level parking projects proposed at Mananchira and the Railway Station link road remain incomplete, compounding motorists' difficulties during festivals and major events.

"Enforcement action can be intensified only when adequate space is available for lawful parking. Curbing wayside parking can contribute significantly to the smooth flow of traffic," said a senior officer of the Traffic Control team in Kozhikode city. The officer emphasized that cooperation from local administrative authorities would be crucial given the steady rise in the number of vehicles.

Revenue department sources acknowledged that civil disputes involving some government and private properties have prevented quick action. They said more discussions would be needed to revive earlier proposals and resolve technical and legal issues.
