Hong Kong holds first counterterrorism drill at Huanggang border crossing

Hong Kong authorities staged their first-ever counterterrorism drill at the newly redeveloped Huanggang border crossing, involving 5,000 civil servants in a large-scale exercise designed to test emergency response and crowd management systems. The drill, held on Saturday, also featured a “crowd flow” test simulating a sudden surge in passenger numbers.

Testing Emergency Preparedness at a Key Port

The exercise marked a significant milestone for the revamped checkpoint, as it was the first such drill conducted at the facility. According to a Security Bureau spokesperson, civil servants from approximately 30 government bureaus participated, focusing on managing passenger and vehicular traffic under emergency conditions. The drill aimed to bolster authorities' readiness ahead of the port's official opening.

Secretary for Security Chris Tang Ping-keung personally oversaw the operation and later convened a meeting to review procedures and refine plans for future exercises. “The Hong Kong government will continue to conduct drills and tests of various scales to improve detailed arrangements to prepare comprehensively for the opening of the port,” the spokesperson added.

Simulating Real-World Scenarios

The drill included a series of practical tests. Participants arrived at the border crossing via public transport and queued to assess crowd-control measures. Authorities also simulated the movement of people and vehicles in and out of the facility to evaluate traffic management systems. These scenarios were designed to identify potential gaps and ensure seamless operations in the event of emergencies or unexpected passenger influxes.
