HKEX to Allow Confidential Filings, Lower Start-Up Market Cap Requirements
HKEX plans to introduce confidential filings and lower market cap thresholds for start-ups, enhancing its competitiveness in global listings.
The Hong Kong Exchanges and Clearing (HKEX) is set to allow confidential filings and reduce market capitalisation requirements for start-ups, according to sources familiar with the matter. The new measures, expected to be announced by the end of this month, follow extensive consultations with market participants that began in March.
Competing for Global Start-Up Listings
The move is part of HKEX's strategy to remain competitive against other global exchanges that already permit confidential filings. This mechanism would enable companies to keep certain details private until their listing is approved, potentially making the process more appealing to start-ups wary of early disclosure.
“The exchange would need to compete with other markets to fight for the start-ups to list here, which is why confidential filing and a lower market capitalisation are important,” one source explained.
Lower Market Cap for WVR and International Listings
In addition to confidential filings, HKEX is also revisiting its market capitalisation thresholds. Sources indicate that requirements for weighted voting rights (WVR) companies and international listings may be reduced from the levels initially proposed earlier this year.
A majority of market participants reportedly support these changes, which have influenced HKEX’s decision to proceed with the reforms.
