An FIR has been registered against Panchayat Secretary Sant Kumar and Livestock Extension Officer Dinesh Pal Singh over alleged negligence in the care and treatment of cattle kept at a gaushala in Kursanda village of Sadabad, Hathras.

The case was filed under the Prevention of Cruelty to Animals Act on the basis of a complaint submitted by Sadabad Block Development Officer Suresh Kumar Singh. The action followed an administrative inspection of the gaushala after a video related to the facility went viral on social media.

The allegations concern the supervision of the protected cattle and the treatment provided to animals that had fallen ill. The FIR was registered after the administration examined the matter and assessed the condition of the animals at the gaushala.

Video led to inspection

The matter began on 30 October, when a video went viral on social media. The video carried a claim that several cattle were lying dead inside the gaushala premises.

After the video came to the administration’s notice, officials treated the matter seriously. A joint inspection was conducted on 31 October by Sadabad BDO Suresh Kumar Singh and Deputy Chief Veterinary Officer Dr. Vikas Yadav.

The inspection found four cattle ill at the gaushala. Two of them were in extremely serious condition, while the other two were found to be normally ill.

Dead undeveloped fetus found

During the inspection, an undeveloped fetus of a cow was also found in a dead condition. The officials had a pit dug at the spot and arranged for the fetus to be buried according to procedure.

The inspection and subsequent inquiry focused on the management of the gaushala, the regular monitoring of the cattle and the treatment of sick animals.

Responsibilities of officials examined

According to the findings cited in the complaint, Panchayat Secretary Sant Kumar was responsible for the management of the gaushala. Livestock Extension Officer Dinesh Pal Singh was responsible for the treatment of the cattle.

The complaint submitted by the BDO alleged that the two officials’ travel to and from other districts was affecting the regular monitoring of the gaushala and the care of the animals.

Following the administrative inquiry, the FIR was registered against both officials under the Prevention of Cruelty to Animals Act. The police will take further action in the case.
