The comparison has gained urgency amid a cascade of disasters: Europe's major waterways—the Loire, Danube, and Rhine—are approaching historic lows during a severe drought, while Canada's wildfires have sent choking smoke across the American East Coast and China confronts both a prolonged heatwave and flooding ahead of what may be the most powerful El Niño cycle in 150 years.

Germany's Rhine River dropped to just 17 centimeters at the Kaub gauging station this month, the lowest level recorded since measurements began in 1880. The station serves as the reference point for commercial shipping on what is considered Germany's economic artery.

"Compared with the Western system, China's greatest advantage in these areas is its very strong capacity for top-down implementation. That is the root of all of this," said Jiangwen Guo, a senior research fellow in the Environment and Society Centre at Chatham House.

The observation comes as three distinct models take shape globally: Beijing's state-led framework, Washington's reliance on private-sector solutions, and Brussels' effort to strike a middle path between the two.

Guo noted that governments across all regions confront the same three fundamental challenges in climate adaptation, suggesting the policy response rather than the nature of the threat distinguishes national strategies.

The simultaneous crises underscore that climate disruption no longer respects geographic or seasonal boundaries, with severe drought, wildfire, flood, and heat extremes all occurring within the same compressed time frame across North America, Europe, and Asia.
