A.P. Government Releases White Paper on Irrigation Projects, ₹35,555-Crore Plan Unveiled

In a significant move to address Andhra Pradesh's irrigation challenges, Water Resources Minister Nimmala Ramanaidu has unveiled a White Paper detailing the State’s ambitious ₹35,555-crore plan to complete 36 major irrigation projects by December 2028. Speaking at a press briefing on Tuesday, Ramanaidu highlighted the government’s recent efforts, including ₹24,611 crore spent on irrigation over the past two years, with ₹12,484 crore allocated to projects in Rayalaseema.

Accelerating Project Execution

The Minister announced the introduction of an "irrigation action calendar" aimed at expediting project timelines. He attributed the sector’s earlier stagnation to the previous YSRCP government, alleging financial mismanagement and neglect. Ramanaidu claimed the coalition government had revived momentum through a time-bound implementation strategy.

Polavaram Project: A Lifeline for Andhra Pradesh

Ramanaidu described the Polavaram Project as the State’s lifeline, noting that 72% of the work had been completed during the TDP’s earlier tenure. He asserted that the project could have been finished by 2021-22 if the TDP had remained in power. However, he accused the YSRCP government of neglecting the project for 17 months after taking office in 2019 and diverting Central funds intended for its completion.

The Minister provided updates on the project’s progress, stating that the ECRF Dam, its critical component, had reached 31% completion, while canal connectivity works were advancing rapidly. Over the last two years, ₹2,250 crore has been paid towards rehabilitation and compensation for families displaced by the project, and ₹1,050 crore has been spent on the Polavaram Left Main Canal, which aims to supply water to Anakapalli district by July 2026.

Progress on Other Key Projects

Ramanaidu also criticised the previous government for inaugurating the incomplete Veligonda Project, noting that while ₹981 crore was spent over five years, the current administration has already invested ₹1,108.12 crore in two years. He announced that Phase I and II of the Handri Neeva Sujala Sravanthi Project would be completed within 100 days at a cost of ₹3,870 crore.

Strategic Vision for Water Security

“The White Paper reflects the government’s strategy to complete long-pending irrigation projects and improve water availability across Andhra Pradesh,” Ramanaidu said, underscoring the coalition government’s commitment to addressing water security challenges and boosting agricultural productivity in the region.
