The Philippine Senate has ruled that absent senator-judges should not be included when calculating the votes needed to convict Vice-President Sara Duterte-Carpio in her impeachment trial, reducing the required number from 16 to 14.

Senate changes the conviction threshold

Sitting as an impeachment court, the Senate ruled on Wednesday that only senator-judges able to take part in the trial should be counted in determining the threshold for conviction.

Under the Philippine constitution, a two-thirds vote of the Senate is required to convict an impeached official.

The ruling makes it mathematically easier to convict Duterte-Carpio, while also setting up a clash over the legitimacy of the impeachment court.

Observers said the decision could intensify a battle over an impeachment trial already viewed by the public as deeply divisive.

Four senator-judges unable to regularly take part

Rodante Marcoleta and Jinggoy Estrada are detained over plunder cases.
