Kerala introduces mandatory hazard perception test for all driving licence candidates

Kerala's Motor Vehicles Department will require all driving licence candidates to pass a computer-based hazard identification assessment starting December 2026, marking the first such mandatory test in India.

The new requirement positions the 'Hazard Perception Test' as an additional hurdle between the learner's test and practical driving examinations, with applicants given a 30-day window after clearing their learner's test to complete it. Only those who pass the hazard perception assessment will be permitted to attend the ground and road tests.

Video-based assessment modelled on global standards

The test, designed on international standards, will adopt a video-game-like format. Candidates will face 10 one-minute videos that depict situations and potential hazards drivers may encounter on the road. Each video will contain at least two hazards, which applicants must identify by pressing a button at the appropriate moment.

The scoring system awards 10 marks for each correct response, requiring candidates to secure at least 60 out of 100 marks to pass. Failure to identify a hazard at the right time will result in deduction of marks.

First in India, already enabled under Central rules

Though the test is being introduced for the first time in the country, provision for conducting such an assessment is already included in the Central Motor Vehicles Rules. The Transport Commissioner has directed the implementation of the online test from December considering the rise in road accidents in Kerala.

Recognised driving schools have been directed to provide training for the new test to applicants within the next three months. The Motor Vehicles department expects the test to help drivers recognise hazards in advance and take appropriate action to safely control their vehicles.
