Japanese lawmakers visit Beijing in first parliamentary exchange since ties froze

A delegation of Japanese lawmakers will arrive in Beijing on August 24 for a four-day visit—the first parliamentary exchange since bilateral ties froze 10 months ago—though analysts caution the trip signals crisis management rather than a genuine diplomatic thaw.

Multiple Japanese media outlets reported Wednesday that the delegation includes lower house members such as Gaku Hashimoto from the ruling Liberal Democratic Party and Shinichi Isa of the main opposition Centrist Reform Alliance. The legislators are in discussions to secure meetings with officials from the Communist Party's diplomatic arm, according to the reports.

Limited diplomatic channel

Xu Weijun, an associate research professor at the Institute of Public Policy at South China University of Technology in Guangzhou, described the August 24–27 visit as a "semi-official" effort through a non-core executive channel, undertaken by a fraction of Japanese lawmakers who have advocated for maintaining communication with China.

No public information indicates that Prime Minister Takaichi's office, Japan's foreign ministry, or LDP leadership issued a formal mandate for the reported delegation, Xu said. "This visit is more about crisis management and does not mean that China-Japan relations are about to thaw," he added.

The professor explained that Beijing opposes what he termed "the Takaichi administration's erroneous policies" but does not reject exchanges with Japan entirely. The distinction suggests China remains open to parliamentary-level dialogue even as ties between the two governments remain strained.
