The Emergency Transport Co-ordination Centre operated at full capacity to monitor and coordinate public transport and traffic flow, with authorities warning residents days earlier to allow extra time for their morning commute. The government's advance preparation proved effective despite rainfall coinciding with the school reopening.

Familiar disruptions and serious concerns

Parents faced the annual deluge of school notices and paperwork during the first week. Meanwhile, the predictable controversy over university orientation camps took a darker turn this year: a former university student is currently on trial facing multiple charges of rape and indecent assault, though video of a shirtless young man carrying a woman in a bra and shorts at this year's orientation events drew comparisons to past wild behaviour.

Primary enrolment crisis deepens

This academic year saw 126 Primary One classes eliminated, marking an 8 per cent year-on-year decrease. A primary school principal warned the worst is still ahead as Hong Kong's dismal birth rate continues to suppress enrolment, with couples increasingly reluctant to have children.

The government's commitment to reversing demographic decline will become clear when the chief executive delivers his policy address on September 16. That speech will reveal whether baby bonuses continue and whether the HK$2,500 annual student grant returns, providing a test of whether authorities have strategies beyond direct cash handouts.
