China’s fifth plenum: cadre promotion rules overhauled, focusing on problem-solving

China’s ruling Communist Party has introduced sweeping rules to scrutinise officials’ crisis-tested experience and disciplinary records ahead of next year’s major leadership reshuffle.

The rules were included in a resolution adopted at the 20th Central Committee’s fifth plenum last Thursday and published by state news agency Xinhua on Sunday.

The resolution was drafted by a high-profile team led by President Xi Jinping himself, and sets forth new criteria ahead of the 21st party congress.

The changes come as provincial and ministerial reshuffles begin ahead of the congress, placing the selection of officials at the centre of the party’s preparations.

The criteria focus on how officials have handled crises, alongside their disciplinary records, rather than relying only on formal credentials.

Analysts said the fifth plenum sent a clear message that Beijing wants proven crisis managers, not credential-chasing bureaucrats, to steer the world’s second-largest economy through headwinds.

The overhaul therefore links cadre promotion to tested performance and problem-solving as the party prepares for a major leadership reshuffle.
