A portion of the under-construction roof of the CM Rise Government Padmaraje Girls School building collapsed in Gwalior, injuring 4 workers. The incident took place in the Kampu police station area, opposite Nehru Park, on Monday. All 4 injured workers have been admitted to the Trauma Centre of Jayarogya Hospital. Their condition is reported to be out of danger.

The incident has raised serious questions over construction quality and safety arrangements at the government school. The collapse occurred on a day when the school was closed. The absence of students at the time of the accident prevented a potentially more serious situation. The incident has also brought attention to the safety measures being followed during construction work on the school premises.

A two-storey building is being constructed on the Padmaraje Girls School campus under the state government’s CM Rise scheme. Work on casting the roof of the first floor was under way on Monday. According to the information available, casting had been completed on one section of the roof, while construction material was being taken to another section with the help of a pump for further casting work.

During this process, a section of the under-construction roof reportedly could not bear the weight of the material and suddenly collapsed. The roof came down with a heavy crash, creating panic at the site. Some workers who were working below were trapped under the debris after the portion of the roof fell.

The accident immediately triggered confusion and fear among people present at the construction site. Information about the collapse was given to the authorities, following which the police, the Municipal Corporation fire department and a team of the State Disaster Response Force, or SDRF, reached the spot.

A rescue operation was started because of the possibility that workers could be trapped under the debris. However, it was reported that the workers who had been caught in the debris managed to come out on their own using their presence of mind. The SDRF team also searched the debris at the site to check whether anyone else was trapped.

After no confirmation was found that any other person remained buried, the rescue operation was stopped. The 4 injured workers were taken to the hospital without delay. They are currently receiving treatment at the Trauma Centre of Jayarogya Hospital, and their condition is said to be out of danger.

The functioning of the agency carrying out the construction work has come under question after the accident. Preliminary information indicates that construction material was being sent to the roof through a pump and preparations were under way to cast another portion of the roof. It was during this activity that a section of the roof collapsed.

Questions have also been raised about the availability of the required safety resources for workers at the construction site. If this information is confirmed during the investigation, the incident could point to a serious lapse in safety management at the site. The available details do not yet establish whether the workers had been provided all the necessary safety arrangements.

The actual reason for the roof collapse has not yet been officially established. The investigation will have to determine whether the accident occurred because of the excessive weight of construction material, weakness in the shuttering, a technical fault or some other lapse in the construction process.

The fact that the school was closed when the incident occurred provided some relief. Students were not present on the premises when the roof collapsed. However, the accident has raised serious questions about the quality of construction work in government schools, the safety of workers and the system for monitoring such projects.

The investigation is expected to establish which agency was responsible for the construction work. It will also have to determine whether safety standards were being followed during the roof casting and what arrangements had been made by the officers responsible for monitoring the construction.

At present, the official reason for the accident is being investigated after 4 workers were injured. The findings of the inquiry will clarify whether the collapse was merely a technical accident or whether it occurred because of negligence in the construction work.
