Hong Kong Insurance Authority Tightens Premium Financing Oversight as Risks Emerge
Hong Kong's Insurance Authority is tightening oversight of premium financing as insurers face scrutiny over affordability checks, leverage and risk
Hong Kong’s Insurance Authority is tightening oversight of the city’s booming premium financing market as the once-niche lending arrangement spreads to lower-tier insurance buyers.
Insurance Authority executives said the regulator is also reviewing regulations, particularly how insurers evaluate clients’ affordability.
Concerns over wider access
Premium financing allows policyholders to borrow money from financial institutions to pay upfront premiums on large life insurance policies.
These policies are commonly used as a wealth management tool for high-net-worth clients.
The market’s expansion has raised concerns about whether buyers understand the risks attached to borrowing for insurance premiums.
The Insurance Authority said lenders are lowering threshold rules and failing to disclose risks, putting policyholders in jeopardy.
Marty Lui, the Insurance Authority’s executive director of long term business, said some insurers had promoted premium financing too aggressively.
“Some insurers have promoted it too aggressively by lowering threshold requirements and using high leverage to attract middle-class buyers without fully ensuring that buyers fully understand the underlying risks,” Lui said at a media briefing on Friday.
Regulatory review
The Authority’s response will include stronger oversight of the market and a review of how insurers assess whether clients can afford the policies.
The regulatory focus comes as premium financing reaches buyers beyond the high-net-worth segment traditionally associated with large life insurance policies.
