Hong Kong unveils first five-year development plan, aligning with national priorities

Hong Kong's chief executive John Lee Ka-chiu will present the city's inaugural five-year development plan to the legislature on Wednesday morning, marking a significant shift in the government's planning framework. The unveiling will be followed immediately by his annual policy address.

Alignment with national priorities

The plan follows a two-month public consultation exercise and is designed to synchronise Hong Kong's priorities with the country's 2026-30 development blueprint. Lee has described the five-year plan as possessing "far-reaching significance," stating it will map out the long-term blueprint and strategic direction for the city's development.

New planning structure

Under the new arrangement, the five-year plan will establish the overarching strategic framework, while the annual policy address will function as a yearly implementation report detailing how the government intends to execute the plan's objectives in each given year. This represents a departure from Hong Kong's previous approach, which relied primarily on annual policy addresses without a medium-term planning document.

The policy address Lee will deliver is also the final one of his current term. Together, the two documents are expected to guide Hong Kong's economic and social development trajectory over the next five years.

The announcement comes as Hong Kong seeks to position itself within the broader national development strategy, adopting planning mechanisms more commonly associated with mainland Chinese governance structures.
