Hong Kong crypto ATMs operate without oversight as regulators prepare new rules
Grey-market cryptocurrency ATMs across Hong Kong operate without oversight, exposing users to fraud until new regulations take effect.
Cryptocurrency ATMs tucked into Hong Kong's laundromats and amusement arcades are changing hands-on access to digital assets, but they operate without regulatory oversight, a gap that leaves users exposed to fraud until new rules take effect.
Machines multiply across the city
Around 234 crypto ATMs now dot the territory, concentrated in Mong Kok, Tsim Sha Tsui, Wan Chai and Quarry Bay, according to Coin ATM Radar, a global geographical tracker. Many are installed in 24-hour unstaffed venues including laundromats and claw-machine arcades.
Inside a Quarry Bay laundromat, one waist-high terminal sits beside a wall of washing machines, bearing signs that read "Elon Musk recommends Dogecoin" and "Buy bitcoin in one minute". Customers feed Hong Kong dollar notes into a slot, scan a QR code, and receive the equivalent amount of cryptocurrency in their digital wallet.
Grey-market status persists
These machines have proliferated as interest in cryptocurrencies has risen in recent years. The Securities and Futures Commission found about 200 virtual asset retailers in the city as of 2024, a category that included such ATMs.
Yet the terminals operate in a legal grey area. Hong Kong is still in the process of setting up a regulatory regime for over-the-counter cryptocurrency trading. Experts say coming regulations will protect consumers, though the timeline and specific provisions remain under development.
The dozen different types of cryptocurrencies now available through these unregulated kiosks underscore the breadth of exposure facing retail users until oversight catches up.
