A commotion broke out in Muzaffarnagar during the Meerut-Saharanpur section Teacher-Graduate MLC election on 23.10.2026, after Uttar Pradesh Minister Kapil Dev Agrawal reached the DAV College polling site in the city to cast his vote. Samajwadi Party and Bharatiya Janata Party workers came face to face during the dispute, and there was heavy pushing and shoving between the two sides.
The Samajwadi Party alleged that Kapil Dev Agrawal had entered the polling centre with a crowd and his supporters. The protest was led by Samajwadi Party Muzaffarnagar district president Jiya Chaudhary.
The situation became more heated when the minister said that he had come to cast his own vote and was also the Chief Election Agent. The Samajwadi Party objected to this claim and said that a minister could not become an election agent.
During the argument, Jiya Chaudhary asked the officials present at the polling site to remove Kapil Dev Agrawal from the centre. Following this, Samajwadi Party and BJP workers came face to face. The two groups then engaged in a heated confrontation, leading to further commotion at the polling location.
Police present at the spot managed to calm both sides after considerable effort. District Magistrate Umesh Kumar Mishra also reached the polling site after receiving information about the incident. He said that the allegation of booth capturing was incorrect and that peace had been restored at the spot. He also said that the commotion was being shown, while the situation at the polling centre was peaceful.
Kapil Dev Agrawal rejected the allegations made by the Samajwadi Party. He said, “We only objected, and they started creating noise. Creating disturbance is their habit. When they lose an election, they engage in this kind of drama.”
The minister also said that he had shown his card to the administration. According to him, people had come to cast their votes and some of them followed him. He said that he could not be held responsible for this.
“People were coming to cast their votes and they came behind me. What can I do in this? They are our agents and our voters,” Kapil Dev Agrawal said. He added, “I am the Chief Elections Agent here and will remain here till evening. No one can remove me.”
The minister further said, “The Election Commission is not in their hands. This arrangement is of the Election Commission. Who will remain and who will not remain will be decided under its arrangement.”
He accused the Samajwadi Party workers of focusing only on creating a disturbance at the polling centre. “They are only working to create a ruckus, make noise and create a disturbance,” he said.
District Magistrate Umesh Mishra said that he had reached DAV College, where the election for the teacher and graduate MLC was being held. He said that all action was being taken according to the directions of the commission.
“At this time, we have come to DAV. The election for the teacher and graduate MLC is being held here. All action is being taken according to the directions of the Honorable Commission,” Umesh Mishra said.
He also said that “Byaro sahib” had reached the polling site for an inspection. The District Magistrate said that the administration would ensure that the election was held peacefully.
When questioned about booth capturing, Umesh Mishra said that the administration was looking into the matter. He said that no one was being allowed to interfere with the voting process and that every voter had the right to cast a vote.
He said, “The voters will come inside. Apart from them, whoever is present here, you can see it yourself, inside the campus, this will be ensured. Whatever is as per the rules will be done.”
The District Magistrate also said that only those permitted under the rules would be allowed inside the campus and that the administration would ensure compliance with the election arrangements.
During the incident, Jiya Chaudhary was seen speaking on camera and questioning whether a public representative could become the chief election agent. She said, “Can any public representative become the chief election agent? He cannot. The minister is lying.”
She also demanded that the minister be removed from the polling centre. “Remove him. Look, all of you are lying. An honourable man is lying. Remove him from here; it has been half an hour,” Jiya Chaudhary said.
The incident took place at the DAV College polling site in Muzaffarnagar during the Meerut-Saharanpur section Teacher-Graduate MLC election. The report was filed by Anmol Kumar from Muzaffarnagar.
