Congress’s Victory and Cross-Voting Boost D.K. Shivakumar’s Leadership Image in First Major Test

The Congress party has achieved a significant victory in the Legislative Council elections, winning all five contested seats and securing 11 additional votes through cross-voting from members of the BJP and Janata Dal (Secular). This outcome not only ensures a clear majority for the ruling party in the Upper House but also bolsters the image of Chief Minister D.K. Shivakumar within the Congress. The cross-voting, particularly from the BJP, comes at a time when several regional parties across India are grappling with internal challenges.

Heading into the elections, Congress was assured of 140 votes, supported by its own 135 members, two independents, one Sarvodaya Karnataka Paksha member, and two expelled BJP members. However, the party ultimately secured 11 additional votes from National Democratic Alliance (NDA) partners, further solidifying its position. This victory marks an important milestone for Chief Minister Shivakumar, who faced his first major political test since assuming office.

The election results are also seen as a strategic message to the JD(S), highlighting the potential consolidation of the Vokkaliga voter base under Shivakumar’s leadership. Congress’s preparations for the elections were meticulous, including three rounds of mock voting to train its legislators, particularly first-time members. This discipline ensured there was no cross-voting from within Congress ranks, a result attributed to Shivakumar’s influence within the party and the legislators’ awareness of the impact of former Chief Minister Siddaramaiah in their constituencies.

With a clear majority in the 75-member Upper House, where Congress now holds 39 seats, the party is well-positioned to pass key legislation without significant opposition. Bills such as the Karnataka Cooperative Societies (Amendment) Bill, Karnataka Souharda Sahakari (Amendment) Bill, and Karnataka Hindu Religious Institutions and Charitable Endowments (Amendment) Bill, which were previously stalled, are expected to proceed smoothly.

Additionally, this majority opens the door for Congress to elect its members to key leadership positions in the Upper House, including the posts of Chairman and Deputy Chairman, currently held by Basavaraj Horatti and M.K. Pranesh. Party insiders suggest these changes could take place as early as the next monsoon session, offering Congress an opportunity to accommodate aspirants for cabinet positions.
