Authorities Urged to Promote Huanggang Port System and Address Bus Parking Needs

Authorities have been called upon to actively promote the upgraded crossing system at the Huanggang Port checkpoint between Hong Kong and Shenzhen, while ensuring adequate parking facilities for buses at the site. The appeal comes as lawmakers prepare to pass a bill enabling travellers to complete both Hong Kong and mainland Chinese immigration procedures in a single step.

Legislative Council Expected to Approve Bill This Week

Ben Chan Han-pan, chairman of the Legislative Council’s transport panel, expressed confidence that the bill would pass this week, citing additional meetings to expedite the process. Addressing concerns over the pace of deliberations, Chan assured the public that lawmakers would have sufficient time to scrutinize the legislation.

“The Legislative Council has experience in handling related bills … There will be sufficient time for lawmakers to raise questions and comprehend the bill,” Chan said during a radio interview on Thursday. He emphasized that past legislative sessions, even when conducted swiftly, were thorough and allowed for necessary clarifications.

Joint Inspection Model to Simplify Border Crossings

The upgraded Huanggang Port facility will introduce a "joint inspection" model, streamlining the immigration process by allowing travellers to complete clearance for both sides of the border in one go. This change is expected to improve efficiency and enhance the travel experience for residents crossing between Hong Kong and mainland China.

However, Chan noted that clear communication would be essential to help residents understand the new system. “When the facility opens, residents may want to know whether they have crossed the border and entered mainland China. In the future, authorities should explain the detailed arrangement clearly through promotion,” he said.

Why This Matters

The Huanggang Port checkpoint is a critical link between Hong Kong and Shenzhen, facilitating significant cross-border travel and trade. The adoption of a joint inspection system marks a major step in modernizing border operations, potentially reducing wait times and easing congestion. However, ensuring sufficient infrastructure, such as bus parking, and effectively communicating the changes to the public will be key to the system's success.
