Himachal BJP MLA Trilok Jamwal Alleges Fake PDNA Tenders, Fund Irregularities
Bilaspur Sadar MLA and senior BJP spokesperson Trilok Jamwal has accused the Congress government in Himachal Pradesh of serious irregularities in the use of PDNA funds.
Bilaspur Sadar MLA and senior BJP spokesperson Trilok Jamwal has accused the Congress government in Himachal Pradesh of serious irregularities in the use of PDNA funds. He alleged that fake tenders were prepared in some places by showing landslides on paper even though no landslide had taken place there. Complaints have also emerged that bills were paid without adequate work being completed, he said.
Jamwal said the allegations involved public money and required an impartial investigation. He demanded that the Congress government provide an account of every rupee spent from the fund and explain how the money approved for disaster reconstruction was used.
According to Jamwal, the central government approved a ₹2,006.40 crore reconstruction plan for Himachal Pradesh on 18 June 2025 after the disaster of 2023. The central share in the plan was ₹1,504.80 crore. He said ₹451.44 crore was released as the first central instalment.
He further said that, under a government order dated 13 January 2026, ₹753.29 crore was approved for different departments as the second instalment. This amount included a central share of ₹564.97 crore and a state share of ₹188.32 crore.
The Public Works Department alone was sanctioned ₹487.80 crore, while ₹176.48 crore was approved for the Jal Shakti Department, ₹29.13 crore for the Agriculture Department and ₹18.22 crore for the electricity board.
Jamwal questioned why many roads remained in poor condition despite the approval of such a large amount for the reconstruction of roads and bridges. He asked why people were still facing potholes, broken roads and disrupted traffic.
He said reports had emerged in August 2026 that 259 roads were blocked. In September, traffic was also disrupted on National Highway-5 in Theog and the Pooh area of Kinnaur, he said.
Jamwal referred to the government order and said it clearly directed that PDNA money could be spent only on assets that were damaged in the 2023 disaster and had been approved for reconstruction. He said the order also fixed individual responsibility on the concerned sanctioning authorities for any expenditure made outside the rules.
Against this backdrop, Jamwal asked the government to clarify whether the actual damage had been verified before every tender was issued. He also sought details of the process followed to establish that the works were connected to damage caused by the 2023 disaster.
He said the order required the funds to be used by March 2026 and utilisation certificates to be submitted. Jamwal asked the Chief Minister to state how many works had been completed, how many bills had been passed and how many works had been investigated.
The BJP leader also alleged that complaints about benefits being extended to contractors enjoying political protection could not be ignored by the government. He demanded that the government make public the details of the sanctioned amount, tenders, contractors and payments for all 68 Assembly constituencies.
“आपदा पीड़ितों के पुनर्निर्माण का पैसा किसी के राजनीतिक संरक्षण या निजी लाभ का साधन नहीं बन सकता। जहां अनियमितता के प्रमाण मिलें, वहां जिम्मेदार अधिकारियों और ठेकेदारों पर कठोर कार्रवाई हो।”
He said, “The money meant for the reconstruction of disaster victims cannot become a means of political protection or private benefit for anyone. Wherever evidence of irregularities is found, strict action should be taken against the responsible officials and contractors.”
Jamwal demanded a special audit of all suspicious works and physical verification of the projects. He also called for a constituency-wise white paper on the PDNA fund, covering the use of the money across all 68 Assembly constituencies.
