Omar Abdullah Cabinet Expansion Next Week? 3 Posts Vacant, Eyes on Congress
Three ministerial berths are vacant in Jammu and Kashmir. National Conference sources say Omar Abdullah may decide on the cabinet expansion next week after talks with Farooq Abdullah.
Talk of a reshuffle in Chief Minister Omar Abdullah's council of ministers has picked up pace in Jammu and Kashmir. A cabinet expansion is being discussed ahead of the government completing two years in office. However, as of 11 October 2026, there was no confirmation of an official decision on the names of new ministers or the final shape of the reshuffle. Citing National Conference (NC) sources, reports say a decision could come next week after the Chief Minister holds talks with the party leadership.
Three posts vacant: how much room is there in the cabinet?
The Jammu and Kashmir Assembly has 90 members. Under the applicable rules, the size of the council of ministers is capped at 10 per cent of the total strength of the Assembly. That allows a maximum of nine members in the council of ministers, including the Chief Minister.
The Omar Abdullah government currently has six members in its council of ministers: Chief Minister Omar Abdullah, Deputy Chief Minister Surinder Kumar Choudhary, and ministers Sakina Masood (Itoo), Javed Ahmed Rana, Javid Ahmad Dar and Satish Sharma. That leaves three posts vacant.
Decision after consultation with Farooq Abdullah
Omar Abdullah had earlier said that a decision on the cabinet expansion would be taken after the GST Council meeting in Delhi and after consultations with National Conference president Dr Farooq Abdullah.
According to media reports, the Chief Minister had indicated that the expansion process would move forward only after discussions with the party leadership. Reports now citing party sources suggest a decision is possible by next week.
New ministers only, or will some existing ministers be dropped?
Reports on the Jammu Kashmir cabinet expansion point to two possible scenarios.
- Three new ministers: Some reports suggest the three vacant posts could simply be filled.
- A larger cabinet reshuffle: Reports in Daily Excelsior and Kashmir Life mention the possibility of five new ministers being inducted and two existing ministers being dropped.
These are, however, possibilities reported by the media on the basis of sources. National Conference sources have also said that neither the number of new ministers nor the probable names have been finalised. Any report of a leader being made a minister, or of a sitting minister being removed, should not be treated as an official decision for now.
Will Congress join the government?
The stand of the Congress is also a key issue in the possible expansion of the Omar Abdullah cabinet. The National Conference and the Congress fought the 2024 Assembly election as allies, but the Congress did not join the government and chose to extend outside support instead.
The Jammu Kashmir Congress has maintained that it will not join the government until full statehood is restored to Jammu and Kashmir. That is why, despite speculation about the party getting berths in the cabinet expansion, its participation has not been confirmed.
Decision could come before 16 October
The Omar Abdullah government will complete two years in office on 16 October. This makes next week's expected political talks and any decision on the cabinet expansion significant.
For now, the biggest question is whether Omar Abdullah will only fill the three vacant ministerial posts or also change the portfolios of existing ministers and the structure of the cabinet. The answer will become clear only after talks with the party leadership and an official announcement.
