The transfer of Ganta Swaroopa Rani’s vote was not completed by October 24, leaving her nomination papers ineligible for acceptance in the Zilla Parishad Territorial Constituency (ZPTC) elections.

Her nominations for the Kovvuru and Sithanagaram ZPTC seats in East Godavari district were subsequently rejected because her vote was absent from the final list of votes in both mandals.

Vote transfer was pending in both mandals

Ms. Swaroopa Rani had applied to transfer her vote from Rajamahendravaram rural to Kovvuru and Sithanagaram mandals.

However, the transfer process had not been completed in either mandal by October 24, according to East Godavari Zilla Parishad Chief Executive Officer and ZPTC Election Returning Officer M. Raju, who spoke to The Hindu.

The pending transfer meant that the election authorities could not accept her nomination papers for either of the two ZPTC seats.

Ms. Swaroopa Rani is the Jana Sena Party (JSP) aspirant for the East Godavari Zilla Parishad chairperson’s post.

She is also a director of the Andhra Pradesh Tourism Development Corporation.

Eligibility linked to electoral rolls

The ZPTC elections are being conducted using electoral rolls with January 1, 2026 as the cut-off date.

Ms. Swaroopa Rani had exercised her franchise in the Rajamahendravaram rural constituency during the 2024 general elections.

She applied for the transfer of her vote to either Kovvur or Sithanagaram, hoping to contest from whichever mandal completed the transfer process before the deadline for scrutiny of the ZPTC nominations.

The rejection of both nominations followed the absence of her transferred vote from the final lists for Kovvuru and Sithanagaram when the papers were examined.
